A railcar and locomotive manufacturer controlled by China’sgovernment has emerged as the top bidder for a $566.6 million contract tosupply the MBTA with new cars for the Red and Orange lines.

The Massachusetts Department of Transportation board ofdirectors is scheduled to vote Wednesday on the contract for CNR MACorporation, which is a venture of China CNR Corporation Limited and CNRChangchun Railway Vehicles Co., according to the board’s agenda.

The contract for 284 subway cars will include theconstruction of an assembly plant in Springfield, according to a person withknowledge of the contract. The MBTA said last year it expected to begindelivering Orange Line cars in the winter of 2018, and the Red Line cars in thefall of 2019.

Governor Deval Patrick is scheduled to make an announcementabout the MBTA’s new cars Tuesday in Springfield, according to his publicschedule; he could not be reached for comment Monday night.

The possible deal comes amid concerns about the company’slinks to the Chinese government, which has been criticized for human rightsabuses. China CNR is a state-owned entity in China.

State Representative Byron Rushing, who represents the SouthEnd, said he asked state transportation officials on Monday what steps had beentaken to vet the Chinese company, but that he had not yet received a response.

635496593298518904

“We should vet any company we are doing business with fromaround the world on their human rights record,” Rushing said in an interview.“And this is China. There are a lot of people who have questioned the humanrights record of the Chinese.”

Rushing said there is precedent for the state to refuse to dobusiness with countries that have troubling records on human rights, includingSouth Africa in the apartheid era and, more recently, Myanmar.

But Patrick, in remarks to reporters outside an event in Roxbury Monday, insisted that the bidders onthe Red and Orange line contract have been “thoroughly vetted,” and that theprocess had been “transparent and rigorous and competitive.”

Patrick said he had met with representatives of thecontractor in Hong Kong. Patrick noted that, under the terms of any contract, the new coaches would not be assembled in China.

635496592989326361

“A condition of the deal is that the coaches be assembledright here in Massachusetts,” Patrick said.

Charlie Baker, the Republican gubernatorial nominee, said hewas glad the contract for the new subway cars would require assembly to takeplace in Massachusetts.

If elected, Baker said he would make sure Massachusettsbusinesses that seek state contracts for such work get credit for employingpeople in the Commonwealth.

The Democratic candidate, Attorney General Martha Coakley, could not be reached for comment Monday night.

At Wednesday’s MDOT board meeting, the seven-member panel isscheduled to discuss and either approve or deny the contract with CNR,according to the publicly available agenda posted on the agency’s website.

MBTA and Department of Transportation officials would notcomment Monday night on the contract or the process.

Patrick first pledged to replace many of the aging cars inthe Red and Orange line fleets a year ago, after the Legislature passed a lawthat raised taxes to provide $800 million annually to the state’stransportation systems.

Last year, the MBTA issued requests for proposals to replacethe Red Line’s 45-year-old cars and the Orange Line’s 33-year-oldcars, aging equipment that has caused delays and required constant upkeepfor years.

In its request, the agency asked for at least 226 cars, including 152 to replace the entire Orange Line fleet. The request alsoincluded 74 Red Line cars, which is about one-third of the fleet.

MBTA officials did not release the names of the otherbidders, citing the confidentiality of the bidding process.

But earlier this spring, CNR Changchun Railway announced itsintentions to assemble the cars in Springfield if awarded the deal, accordingto local media reports.

Hyundai Rotem, the South Korean company that in 2008 won a$190 million contract to supply the T with 75 new commuter rail cars, alsoidentified itself as a bidder on the Red and Orange line contract, byannouncing its own proposal to build a plant in Springfield, which was alsoreported by the local media.

Hyundai Rotem has been criticized for delivering the commuterrail cars behind schedule and later, for claims that the delivered trains werefaulty and required fixes.

Harry King, a spokesman for Hyundai Rotem, said in astatement the company was unaware the T had selected a winning bidder for theRed and Orange line trains.

“This is the first we have heard that a decision would beannounced so soon,” King said in the statement.

Michael Felton, the Springfield City Council president whosponsored a resolution to support CNR’s proposed facility in Springfield, saidthe granting of the accord would be welcome news for the region because of thejobs it would create.

He said he had not been told about the impending vote. “It’sa tremendous economic development opportunity and one of the greatest ones thatour region has seen in recent memory,” he said.

If the coaches will be assembled here, we do not have anAmerican company that can pick up this contract? Just wondering!

For these sorts of trainsets it’s difficult to find anAmerican manufacturer (not to mention, many US manufacturers contractfabrication/assembly to Chinese companies anyways). The US has a vigorousfreight rail industry – which includes rail car manufacturing (tank cars, hoppers, etc…), but much less so on the passenger front.

Let’s just hope we get a quality product. Saving money on abid is good in the short-term, but if the T gets stiffed with substandardproduct, we’re going to be paying far more in the long-run.

We live in a world economy now, and we have to recognize that. Buying Americanis an unrealistic goal and possibly destructive goal. If we expect people inother countries to buy American goods and services, we have to buy theirs.

Yes, good point on the assembly plants, I didn’t elucidatethat. I would point out though, that these assembly plants are just that; thereis minimal manufacturing of the parts in the US – it’s mostly just putting thepieces together.

As with the production of automobiles by Toyota, Honda,Mercedes and others, the parts will be a mixture of imported and domesticproducts. Even Ford and General Motors use foreign parts in American cars.

we do business with Israel. so whats thedifference they both have human rights issues

i am sure there are american companies but it goes to the lowest qualifiedbidder.

Why are you fixated on Israel? You seemto inject Israel into every one of your posts. I hope you are not one of those.

With any luck you will emigrate to a country that hatesIsrael as much as you do. I’m sure you’ll find the living just super!

No only human rights, but what about the environment andendangered species? It’s a free for all in China with complete disregard forwhat I mention. Its about *** money at any cost. Keep it at home and providejobs to americans.

The bidding entity from China is the Peoples Liberation Army.Yes folks the profits from this venture will fund more hacking research tosteal our military and business secrets.

I am a little surprised not to see Bombardier listed as abidder – I believe they built the new blue line trainsets. Anyone know if theybid? They do some assembly in the US already…

WOW ! BULLETPROOF trains

If you have 800 million annually why don’t you build your ownplant train and put America to work you could be fixing your whole fleet foryears to come

When even our government entities are buying from China, how are we ever goingto resurrect manufacturing in the US! Buying the cheapest is not good policywhen most of the money is going overseas.

The Chinese make a substandard product, in every class ofmerchandise they produce. I can’t believe it’s come to this, that the T is evenconsidering buying from a world class human rights violator, never mind howthey treat their labor… and, they are communists to boot. I thought we wereopposed to communism.

Yeah, we’re opposed to communism unless it’s profitable thenslave labor is AOK! I’m so glad the wealthy political parties are tackling thisproblem.

@jamup33…areyou referring to iphones?

Top Bid ? Dear Headline writers- It is called the ‘LowBid”

中标?亲爱的题目作者,那叫 最便宜的标;

Just build them in Germany and get a quality product.

行行好在德国造吧,给我们一个有质量保证产品;

It would be great to see a german product, or really anycompetition from other nations. The fact of the matter is that the contractalways goes to the low bidder, because it’s easy for those *** the decisionsto justify. “See, look how much money we’re saving?” Chinesecompanies will always low-ball and then we wind up paying for it in the backend in delayed deliveries, warranty issues, etc. The contract award should bemade to the lowest QUALIFIED bidder, and we as the public need to be acceptingof the fact that in order to get a qaulity product, it may cost and extra 5% orso up front, but we’ll be better off in the long run.

Just how would you determine whether one bidder or the otherwill provide the best quality product. Do you base that who which one chargesthe highest price? Or maybe the country where they’re based. We get the bestquality cars, according to Consumer Reports, from Japan and Korea, not Germany.

China should not be building our trains.

Its human rights abuses, environmental destruction, its actions in Tibet andelsewhere and political *** should bar it outright from even bidding onthis contract.

Have we lost all sense of moral integrity? Money money money money!

A US company should design and build them. Here. For all the obvious reasons.

On the other hand, it would truly be the “Red (Star) Line.

I believe the Chinese flag includes a yellow star. But yeahto hell with them and stuff.

I would suggest that you complain to your heroes DevalPatrick and Barack Obama about this.

They have a rather consistent habit of helping out America’s enemies whilehurting America’s friends.

It IS hard to believe after all this time that there doesn’tseem to be a US manufacturer that can compete on large contracts for trains andtrain repair. Why not? Demand is steady, the government pays, we need themanufacturing jobs. Couldn’t GM or Ford go after business like this? Assemblyin Springfield is a nice touch, but of course it means the profits are headingto China. What a wasted opportunity!

Luckily, it’s just the orange and red lines, so no valuabletechnology is involved.

If a country’s human rights record disqualifies them from therail contract, then perhaps U.S. firms need not apply: 175K innocents killed inthe Iraq war; 30K handgun deaths/year; 2nd highest incarceration rate in world;47m living below the poverty line; etc.

The clueless people that voted for Deval have a lot to answerfor.

Made in China
Profits go to communism
Cambridge and Brookline are cheering on that one!

The human rights issues are certainly concerning. But howabout also not transferring even more of our wealth and profit to China? Wheredid the next highest bid originate from? The public could well be willing topay slightly more if it means supporting an American company.

Sometimes I wonder if Marx was right. The Capitalists areweaving the rope that will be sued to hang themselves! China steals everytechnology it can lay its hands on and we assist them by sending dollars tocompanies that will never allow a level playing field. What an idioticapproach!

No…this is just a horrible decision.
