Tokyo(AFP) - Japan on Tuesday lifted a self-imposed ban on weapons exports,introducing new rules covering the arms trade in a move supporters say willboost Tokyo's global role, but which unnerved China.
东京（法新社）——日本周二取消了武器出口禁令，支持者说新的武器贸易规则将提升日本在全球事务中的地位，但这一举动让中国不安。

Thecabinet of Prime Minister Shinzo Abe approved a new plan that replaces the 1967blanket ban, Chief Cabinet Secretary Yoshihide Suga told reporters.
内阁官方长官对记者说，安倍首相内阁已经通过了新法案替代1967年的禁令。

Underthe policy, arms sales are banned to conflict-plagued countries or nations thatcould undermine international peace and security, the sales must contribute tointernational peace and boost officially pacifist Japan's security.
新政策规定武器将不会卖给那些发生战事并可能威胁到全球和平和安全的国家，武器销售必须有益于国际和平和和平主义国家日本安全。



"Underthe new principles, we have made the procedure for transfer of defenceequipment more transparent. That will contribute to peace and internationalcooperation from the standpoint of proactive pacifism," Suga said.

Thefirst step is lifting the ban on arm sales, second step is to have militarycooperation with those countries through arm agreement, third step is to havejoint weapon development, and last step is full revitalization of militaryindustry and complexes.

Thisstrategic plan is recently perfected by China on becoming the super power. First,lift ban and open itself to the west (buying capital equipment from US and EU).Second, cooperate and allow investments from the west. Third, to have jointtechnical development (any big tech companies not having a development centerin China?). And the lastly, full manufacturing and development capabilitiesworthy of the second biggest economy in the world.

I hopeJapan will use its capabilities and knowledge for defense and peace not for warand bullying.

第一步是取消武器禁售，第二步是通过武器协议同这些国家进行军事合作，第三步是进行联合武器研发，最后一步就是完全复活日本国内的军事工业和集团。
最近因为中国正在崛起成为超级强国，所以更加完善了日本的这一计划。首先，取消禁售，并向西方国家开放（从欧美购买固定设备）。第二，允许西方投资并与西方合作。第三，进行联合的技术研发（哪个大的技术公司没在中国设立研发中心啊？）。最后，达到完全的生产和研发能力，这才配得上世界第二大经济体的地位。

Thiscould be great if Japan start export weapons. Perhaps this could be good forthe USA because they will certainly produce weapons that could equal or exceedsUS-made weapons. As long as nuclear weapons are excluded, Japan may produceanother Toyota that will compete with US weapon makers. With Japan in their ,we have hope of drastically reducing our defense expending without sacrificingquality. Perhaps Japan will also expose the inefficiencies of US makers. asthey did with General Motors.

Don'tget me wrong, I see faults in both governments involved, but I don't see whythis is such a big deal honestly. Those nations could always buy weapons justas good or better from America or a handful of other countries in the world.

Ibelieve the US military see's a time when China will invade Japan. I have beenconvinced of this for decades. By supporting this, America takes yet anotherstep away from the defense treaty we have with them. Chinas military has becomea monster just waiting to be unleashed. It won't take much to set it off. Assoon as China expands it's trade agreements to Europe, Africa and others theywon't need the USA anymore. They will shut off the supply of money and Americawill collapse within 90 days. Nobody else will fork out the kind of money thiscountry needs to function. America see's Japan arming other countries aroundAsia as a good thing as it lessens our involvement in their defense.
